Uninvolved, or otherwise innocent, citizens of the country (including emergency responders) are the top priority of our department at all times

2. Safety of Involved citizens

Involved citizens, including emergency responders, are the 2nd priority of the department. Their lives should be valued above that of the suspect.

3. Safety of Involved Suspects

Involved suspects, or people believed to be engaged in active criminal conduct, is the 3rd (and lowest).
